If you have a question and you cannot find the answer within this Frequently Asked Questions section, contact your Retirement Services Office (RSO).

While on active duty, I successfully held a pay grade higher than the pay grade from which I was retired. I understand that after a combination of 30 years of active duty and years on the retired rolls, I can be promoted to the highest grade held satisfactorily on active duty.

Yes, under certain circumstances this is possible under the provisions of Section 3964 and Section 3992, Title 10, United States Code. The following is information on making application: GRADE DETERMINATION CASES.

·         Active Federal Service Retirements (30-Year cases) go to the Army Grade Determination Review Board (Arlington, VA):

·         At retirement, if the Soldier was an enlisted member or a warrant officer;

·         AND retired from the Regular Army or while serving on active duty (for Reserve members) or while serving on full-time National Guard duty (for National Guard members);

·         AND the total of the time spent on active duty plus the time on the retired list equals 30 years or more.

SPECIAL NOTES:
The higher grade held must have been held while the Soldier was on active duty, and for:

·         Warrant Officer - at least 30 days

·         2LT to MAJ - at least 6 months

·         LTC and above - at least 3 years

·         Non-Regular Retirements (USAR/NG Age 60 cases) go to the Retired Activities Directorate, U.S. Army Human Resources Command (HRC-Ft Knox, Kentucky).

·         Retirement, if the Soldier was an enlisted member or a warrant officer or a commissioned officer

·         And retired: from the Reserve Component in a Non-Regular Retirement Status [usually defined as not being on Active Federal Service (AFS), Active Guard/Reserve status (AGR), or Full-Time Manning status (FTM) - and will not receive retirement pay until age 60].


SPECIAL NOTES:
Send the case to the Army Grade Determination Review Board if:

Revision to a lower grade was expressly for prejudice or cause, due to misconduct, or punishment pursuant to Article 15, UCMJ, or court-martial, or there is information in the Soldier's service record to indicate clearly that the highest grade was not served satisfactorily.

(The Army Grade Determination Review Board also reviews some retirements on active duty officers and reviews some physical disability retirement cases, but those come directly from U.S. Army Human Resources Command (HRC) and the Physical Disability Board - the ARBA Screening Team is not likely to receive any questions about these two issues.)

How do I change my mailing address for Army Echoes?

If you are a Retiree in receipt of or entitled to retired pay, mail your address change to DFAS, U.S. Military Retirement Pay, PO Box 7130, London, KY 40742-7130; or FAX it to: 1-800-469-6559.

If you are a Surviving spouse in receipt of SBP, mail your address to DFAS, U.S. Military Annuitant Pay, PO Box 7131, London, KY 40742-7131; or FAX it to: 1-800-982-8459. Retirees entitled to retired pay and SBP/RSFPP Surviving spouses can update their addresses by accessing their accounts via http://mypay.dfas.mil/mypay.aspx (customer support - 1-800-321-1080) or at myPay - http://mypay.dfas.mil/mypay.aspx .

If you are a retired Reservist not yet age 60, mail your address change to U.S. Army Human Resources Command. ATTN: AHRC-PDR-RCR, 1600 Spearhead Division Avenue, Dept. 420, Ft. Knox, KY 40122-5402.

How do I change federal or state income tax withholding from my retired pay?

If you are a Retiree and wish to change the federal tax withholding, you must submit a Form W4 to DFAS, U.S. Military Retirement Pay, PO Box 7130, London, KY 40742-7130 or FAX to 1-800-469-6559.

To change your state tax withholding, you must send DFAS a letter indicating the state and the dollar amount you want withheld. Requests must indicate a whole-dollar amount greater than $10 and the state for which to withhold this amount  Mail your request to DFAS, U.S. Military Retirement Pay, PO Box 7130, London, KY 40742-7130 or FAX to 1-800-469-6559.

You can also change your tax withholding by accessing your account via    http://www.dfas.mil/retiredmilitary.html (customer support - 1-800-321-1080) or myPay - http://mypay.dfas.mil/mypay.aspx.

How do I change federal or state income tax withholding from my Survivor Benefit Plan (SBP) annuity?

To change the federal tax withholding, you must submit a W4P to DFAS, U.S. Military Annuitant Pay, PO Box 7131, London, KY 40742-7131 or FAX to 1-800-982-8459.

State income tax cannot be withheld from SBP.

Whenever I have a question or a situation which I need resolved, who should I contact first?

An Army retiree or Survivor should always contact the Army Retirement Services Officer (RSO) responsible for the area in which the retiree or Survivor resides. A list of RSOs, by state, and their phone numbers appear on page 15 of every Army Echoes and are also listed on the Retiree Homepage under Army Retirement Services Offices  at http://www.armyg1.army.mil/rso/rso.asp.

Why is military retired pay reduced when I start to receive Social Security?

Military retired pay is NOT reduced because of the receipt of Social Security.

After I retired I discovered that my DD Form 214 does not contain all my awards and decorations and that my total service time is incorrect. How do I go about correcting my DD Form 214?

Send a copy (NEVER an original) of your DD Form 214 along with proof of what error needs to be corrected to Commander U.S. Army Human Resources Command,Ft Knox, Kentucky 40122, . They will issue a DD Form 215 correcting the 214. It generally takes a considerable period of time for a total research of an individual's file and correction to be issued.

What is the law that covers heroism pay for enlisted personnel?

Section 3991, Title 10 United States Code, http://uscode.house.gov/download/pls/10C371.txt, provides that enlisted Retirees may receive an additional 10% in retired pay (not to exceed 75% of active duty base pay) if cited with extraordinary heroism, e.g., awarded the Medal of Honor, Distinguished Service Cross, or the Navy Cross.

How do I change one of the allotments from my retired pay?

Send allotment change requests (DD Form 2558) to DFAS, U.S. Military Retired Pay, PO Box 7130, London, KY 40742-7130 or FAX to 800-469-6559 .

You can also change allotments by accessing your account via http://www.dfas.mil/retiredmilitary.html (customer support - 1-800-321-1080) or myPay at  http://mypay.dfas.mil/mypay.aspx.

How do I obtain a copy of a specific document or a copy of my complete military personnel file?

Write to National Personnel Records Center, Military Personnel Records,1 Archives Drive, St. Louis, MO 63138, FAX to 314-801-9195 or online via http://www.archives.gov/veterans/military-service-records/index.html.  Information required:  Veteran's complete name used while in service, Social security number, Branch of service, Dates of service and date and place of birthwhen you send your request.

My spouse was Army retired, and I now receive Dependency and Indemnity Compensation (DIC) from the Department of Veterans Affairs. Am I entitled to any military benefits?

Yes. The un-remarried Surviving spouse of a Retiree is entitled to the same benefits as a spouse of a Retiree. Contact your Retirement Services Officer.

I am retired with 100% disability. Will my Surviving spouse still be eligible for military benefits?

Yes. Regardless of type of retirement (Length of Service, disability, mandatory, or voluntary) military benefits to an un-remarried Surviving spouse are the same.

How can I get the address of my Army buddies?

The US Army no longer provides locator service. It is suggested you contact units holding reunions, Army Times, AKO Personnel locator or one of the locator services provided at http://www.switchboard.com.

I lost my 1099R. How can I get a replacement copy so that I can file my federal and state income tax returns?

You must contact either DFAS-CL or your Retirement Services Officers and request a replacement. With the number of replacement requests received by DFAS-CL, it may be faster to contact your RSO if you reside close to an Army installation or go through myPay at http://mypay.dfas.mil/mypay.aspx , contact R&A Pay at 1-800-321-1080 option 4) or write a short letter requesting a new copy of your 1099R, include your name, Social Security Number, mailing address, signature and date and FAX your request to 800-469-6559 or mail it to Retirees: DFAS, U.S. Military Retirement Pay, P.O. Box 7130, London, KY 40742-7130 Annuitants: DFAS, U.S. Military Annuitant Pay, P.O. Box 7131, London, KY 40742-7131.  A 1099R copy should arrive in about two weeks.
