Stopgap Funding Hurts the Army, Nation

Failure to enact a regular defense budget will hurt the Army and the nation, eroding combat readiness now and in the near future while delaying much needed weapons modernization, Army Chief of Staff Gen. Mark A. Milley told Congress.

He also accused lawmakers of “professional malpractice” for continually failing to pass a full defense budget.

Military leaders will make their case this week to Congress and the American public about the risks to national security should Congress decide to continue to run the government with a stopgap appropriations bill.

Army Chief of Staff Gen. Mark A. Milley and the other service chiefs will testify Wednesday before the House Armed Services Committee about damaging consequences of operating with temporary funding instead of full-year appropriations.

With Army end strength due to rise this fiscal year by 16,000 soldiers above previous plans, the service’s top officer is renewing calls for more money to support it.

“If you’re going to increase end strength, you’ve got to increase the money to go with the end strength, to pay for their readiness,” Army Chief of Staff Gen. Mark A. Milley said at a recent breakfast forum sponsored by the Association of the U.S. Army’s Institute of Land Warfare.

Some of the Army’s brightest minds are involved in a project named for an Army aviation pioneer that is looking for breakthroughs in science, technology and human performance that would be as significant as the birth of combat aircraft. Army Chief of Staff Gen. Mark A. Milley said he is a big believer in long-range strategic forecasting as a way of planning for the future, but he knows not everyone shares his view.

Speaking at the Mad Scientist 2016 forum on planning for 2050’s strategic security environment, Milley said he knows the far future is difficult to predict, but he sees value in the attempt.

"You are not going to get a right answer, but it has to be clear enough so we can take American taxpayer money in the billions of dollars and lay it on the table,” he said. “These are big bets.”
