LTC Partners is a versatile third-party administrator with expertise in large-scale benefit operations and transaction processing.
Our mission is to grow and modernize insurance and benefits programs for federal and uniformed service agencies, insurers, and other select clients and partners by providing customized administrative services, well-designed and secure platforms, and exceptional customer experience.
LTC Partners administers the Federal Long Term Care Insurance Program (FLTCIP), the single-largest and most complex group long term care insurance program in the country for the federal family. LTC Partners also built and manages BENEFEDS, a secure, online platform that enables eligible members to enroll in the Federal Employees Dental and Vision Insurance Program (FEDVIP). The FLTCIP and FEDVIP are both sponsored by the U.S. Office of Personnel Management (OPM).
About the Federal Long Term Care Insurance Program (FLTCIP)
Since its launch in 2002, the FLTCIP has helped active and retired members of the uniformed services and members of the federal family take control of their future long term care needs. Designed to provide solutions for a range of financial situations, this employer-sponsored program offers comprehensive coverage for more than 268,000 enrollees.
With health care and unexpected life events to consider, it may be a challenge to anticipate future care needs. That’s why it’s essential to have a care plan in place. Long term care can be expensive, and service members often rely on the VA to cover the associated costs. Depending on their eligibility status in the VA program, the level of coverage made available may not be enough. That’s where the FLTICP comes in. In addition to protecting saving and assets, the FLTCIP also reduces the reliance on loved ones to provide care should the need for long term care arise.

About BENEFEDS
In 2006, LTC Partners implemented BENEFEDS, one of the first online federal exchange platforms that enables certain uniformed service members, federal and U.S. Postal Service employees and annuitants, survivor annuitants, and compensationers to enroll in the Federal Employees Dental and Vision Insurance Program (FEDVIP). Offering eligible participants a choice between ten dental and four vision carriers, participants can shop for, enroll in, and manage their benefit plans via BENEFEDS.com.
BENEFEDS also manages the billing systems and customer service functions necessary for the collection of FEDVIP and FLTCIP premiums and Federal Flexible Spending Account Program (FSAFEDS) allotments.
Most recently, the National Defense Authorization Act (NDAA) of 2017 included a provision to transition dental coverage for retired uniformed service members and their families from the TRICARE Retiree Dental Program to FEDVIP. As a result, certain retired uniformed service members and active duty family members became eligible to enroll in FEDVIP coverage in January 2019.
