William H. Campbell was the Deputy Chief of Staff for Resource Management, U.S. Army Europe, from 2000 to 2003 and Deputy Director of the Army Budget from 2003 to 2009. He also held senior executive positions with the Office of the Secretary of Defense (Comptroller) and the Office of Management and Budget.
