Acting Assistant Secretary of the Army, Manpower and Reserve Affairs

Mr. Raymond T. Horoho was appointed as the Principal Deputy Assistant Secretary of the Army (Manpower & Reserve Affairs) and the Acting Assistant Secretary of the Army (Manpower & Reserve Affairs) on July 26, 2017. In this position, Mr. Horoho provides responsive support to the Secretary of the Army as the principal advisor for manpower, human capital management, accessions, training, leader development, health affairs, readiness, and reserve affairs.

Mr. Horoho is a native of Pawtucket, Rhode Island. He has served our Army since 1979. He was commissioned in July 1981 through the University of Rhode Island’s Reserve Officer Training Corps. As an officer, he successfully commanded Active and Reserve Component units through the Battalion level. Before retiring from uniformed service in 2006, he led change as a member of the OSD and Army staffs and was instrumental in the design and implementation of the human capital strategies that preserved the all-volunteer force during the period of protracted conflict that proceeded the September 11th 2001 attacks on our country. Mr. Horoho graduated from the Naval War College in 2007. He served for five years as a Department of the Army Civilian, first as the Director of the Civilian Leadership Development Office and then as the Director of Administration and Resources for the Army’s G-3/5/7.
