Mark D. Moncure is the Army Warfighting Challenges Manager, Army Capabilities Integration Center, U.S. Army Training and Doctrine Command. He retired from the Air Force in 1997 and has served in contractor and civil service positions at the U.S. Joint Forces Command and with ARCIC since 2000.
