Gen. James E. Rainey is responsible for leading a team of Soldiers and civilians to streamline the Army's modernization enterprise, enhancing efficiency and effectiveness in delivering the technology necessary to maintain the Army's competitive advantage and win wars.
Rainey commissioned as an infantry officer in the Army upon graduating from Eastern Kentucky University in 1987. He has served in a variety of command and leadership positions, from platoon leader to division commander. His most recent roles include Deputy Chief of Staff, G-3/5/7, at Headquarters Department of the Army and Commanding General, U.S. Army Combined Arms Center and Fort Leavenworth, Kansas. Rainey holds master’s degrees in Advanced Military Arts and Science and Public Administration from the School of Advanced Military Studies and Troy University, respectively. He has been married to his wife Tracy, for more than 34 years; together they have two daughters, two sons-in-law, a grandson and a Labrador Retriever named Sherman.
