Brig. Gen. Jean-Jacques Toutous is the commander of the French Army Combined Arms Doctrine Center in Paris—the Centre de Doctrine d’Emploi des Forces. He took part in several operations in Africa, Lebanon, Kosovo and the first Gulf War. He has served in staff and command assignments from the strategic level in Paris to the operational level in Africa.
