Sgt. Maj. of the Army Daniel A. Dailey, U.S. Army retired, joined the staff of the Association of the U.S. Army, where he serves as vice president of Noncommissioned Officer and Soldier Programs.

A native of Palmerton, Pennsylvania, Dailey enlisted in the Army in 1989 and attended basic training and advanced individual training as an 11B (infantryman) at Fort Benning, Georgia. During his career, Dailey held every enlisted leadership position in the mechanized infantry, ranging from Bradley Fighting Vehicle commander to command sergeant major. Dailey has served with the 1st, 2nd, 3rd and 4th Infantry Divisions stateside and overseas. In March 2009, he was selected as the 4th Infantry Division command sergeant major, where he served as both the command sergeant major of Fort Carson, Colorado, and U.S. Division‐North, Iraq. In 2011, Dailey was selected to serve as the command sergeant major of the U.S. Army Training and Doctrine Command (TRADOC). Dailey was sworn in as the 15th sergeant major of the Army on Jan. 30, 2015, and relinquished the position on Aug. 9, 2019.

In addition to four tours in support of Operations Iraqi Freedom and New Dawn, Dailey deployed in support of Operations Desert Storm and Desert Shield. He earned the Bronze Star with Valor for his leadership during the 4th Infantry Division’s two‐month Battle for Sadr City in 2008. 

Dailey is a graduate of class 54 of the U.S. Army Sergeants Major Academy and the Command Sergeants Major Course. Dailey holds a Bachelor of Science (Summa Cum Laude) from Excelsior College.

Dailey has been married to his wife, Holly, for 26 years. They have one son, Dakota.

A small businessman, corporate trainer and research scientist, Dan Elder lives his vision to assist servicemembers as they return to the workforce. He formed a start-up company in July 2013 coming from McLane Advanced Technologies where he was the Senior Director of Business Development. Prior to, he was a Knowledge Consultant with Computer Sciences Corporation after a highly successful 26-year career as a U.S. Army noncommisioned officer. A graduate of the Sergeants Major Academy, Dan served as the Army’s most senior enlisted logistician as the command sergeant major of the Army Materiel Command.

Selected as the first Senior Enlisted Fellow for the Association of the United States Army office of Educations and Programs, he serves the Speakers Bureau and as a consultant. A military historian, Dan has authored and edited numerous books including Soldier for Life, the NCO Guide and Sergeants Major of the Army. A 4-time hall of fame member, he has been inducted to the U.S. Army Sergeants Major Academy "Wall of Honor" and the Halls of Fame for the Army Materiel Command, the Ordnance Regiment, and the 13th Sustainment Command. He was a 2018 General and Mrs. Matthew B. Ridgway Military History Research Grant awardee.

Military Service

CSM Elder entered the Army in Jan 1982 and served as a mechanic, recovery vehicle operator, squad leader, motor sergeant, instructor and lesson developer, drill sergeant, first sergeant, and on the staff of the Sergeants Major Academy. With more that 11-years as a senior enlisted advisor, he served as a depot sergeant major and as a command sergeant major at the battalion, brigade, sustainment command, and Army Command levels.

He served the 2-star command of the 13th Corps Support Command at Fort Hood, TX. before his selection as the 12th command sergeant major of the U.S. Army Materiel Command, Fort Belvoir, Va. His overseas assignments include three tours to Germany and deployments to OPERATION Joint Endeavor in Bosnia-Herzegovina and Croatia and OPERATION Iraqi Freedom in Iraq.

Elder's military and civilian education include the Primary Leadership Development and the Primary Technical Courses; Basic and Advanced Noncommissioned Officer Courses; Instructor and Small Group Instructor Courses; Battle Staff NCO Course; Drill Sergeant School; and the Garrison Sergeants Major Course. He is a graduate of the Sergeants Major course, the Command Sergeants Major course, the Command Sergeants Major Force Management course, and the KEYSTONE Command Senior Enlisted Leader course. Earning a Master of Science degree in Corporate & Organizational Communication from Northeastern University, Boston, MA, and a bachelor's degree in Business Administration from Touro College, New York, NY. Dan also completed post-graduate studies in Organizational Behavior and Executive Coaching from the University of Texas-Dallas Naveen Jindal School of Management. He is a certified executive coach by the International Coach Federation and is a Wiley DiSC certified trainer.

Command Sergeant Major, U.S. Army Recruiting Command

Command Sergeant Major Anthony T. Stoneburg assumed responsibility of U.S. Army Recruiting Command on February 9, 2016. USAREC is responsible for providing the strength of the Army by bringing quality young men and women into the Active Army and the U.S. Army Reserve.

CSM Stoneburg is a native of Los Alamitos, California and began his career in March of 1990.His initial Military Occupational Specialty was as a Counter Signal Intelligence Specialist and his early assignments include the U.S. Army Signal Operation Detachment, Fort George G. Meade, Maryland and Detachment NCOIC, 214th Military Intelligence Company, Owing Mills, Maryland.

He entered the Recruiting Command in June 1994 as a Recruiter in the Baltimore Recruiting Battalion. He was later assigned as an On-Production Station Commander and Limited Production Station Commander in the Columbia and James River Recruiting Companies of Baltimore Recruiting Battalion. Upon selection to Master Sergeant in February 2003, he assumed responsibility as the First Sergeant of the Las Vegas Recruiting Company, Salt Lake City Recruiting Battalion.

His other assignments include First Sergeant of the Newark Recruiting Company, New York City Recruiting Battalion, Senior Master Trainer 1st Recruiting Brigade, Director of Recruiter Exercise Soldier Support Institute, Fort Jackson, South Carolina, Noncommissioned Officer in Charge, Afghanistan National Police Recruiter Assistance Team, NATO Training Mission – Afghanistan, Operations Sergeant Major for the Kansas City Recruiting Battalion, and Command Sergeant Major of the Sacramento Recruiting Battalion. His last assignment was the Command Sergeant Major for the U.S. Army Recruiting and Retention School, Fort Knox, Kentucky.

He is a graduate of all Army Noncommissioned Officer Education System courses including a graduate of Class 56, United States Army Sergeants Major Academy, Command Sergeant Major Force Management Course and the Nominative Leaders Course.

His civilian education consists of a Bachelor of Science degree from Excelsior College and a Master of Business Administration Degree in Human Resource Management from TUI University, Los Alamitos, California.

He was recognized as the United States Army Recruiting Command Station Commander of the Year for Fiscal year 2001.

Command Sergeant Major Michael L. Gragg enlisted in the United States Army on August 23, 1989. Command Sergeant Major, United States Army Material Command

Command Sgt. Maj. Rodger Mansker assumed duties as the United States Army Materiel Command’s 16th Command Sergeant Major March 17, 2017. As the Command Sergeant Major of Army Materiel Command, Mansker serves as the Commanding General’s personal adviser on all enlisted‐related matters; primarily focused on the quality of life for Soldiers, Civilians and Families across the command as well as the training of the Noncommissioned Officer Corps and Soldiers.

CSM Mansker provides advice, counsel, and guidance to all Major Subordinate Command Soldiers and Civilians as required or requested. He sits as a board member on the Sergeants Major Senior Enlisted Council and engages Headquarters, Department of the Army, Army Command and Combatant Command senior enlisted leaders on Army Materiel Command strategic themes, objectives and issues.

CSM Mansker was raised in San Jose, California, and later moved to Colorado. He enlisted in the Army on Dec. 27, 1985 and attended Basic Training at Fort Dix, New Jersey, and Advanced Individual Training at Fort Jackson, South Carolina, as a 63S Heavy Wheeled Vehicle Mechanic.

His past assignments include Bravo Company, 7th Battalion, 159th Aviation Regiment, Nellingen, Germany; 493rd Supply and Service Company, Fort Carson, Colorado; Headquarters and Headquarters Company (HHC), Division Support Command (DISCOM), 1st Infantry Division, Kitzingen, Germany; Headquarters and Headquarters Battery, 1st Armored Division Artillery, 101st Airborne Division (Air Assault), Fort Campbell, Kentucky; HHC, 64th Corps Support Group, Fort Hood, Texas; Regimental Support Squadron, 11th Armored Calvary Regiment, Fort Irwin, California; 404th Army Field Support Brigade, Fort Lewis, Washington; United States Army Security Assistance Command, Redstone Arsenal, Alabama; and various deployments to Iraq, Saudi Arabia and Somalia. Prior to his current assignment, Mansker was Headquarters, Department of the Army Deputy Chief of Staff G-4 Sergeant Major.

He has a bachelor’s degree in Resource and Technology Management from Troy University and is pursuing a master’s degree in Strategic Leadership.

His awards include the Legion of Merit with three Oak Leaf Clusters, the Bronze Star Medal, the Meritorious Service Medal with two Oak Leaf Clusters, the Army Commendation Medal with four Oak Leaf Clusters, the Army Achievement Medal with five Oak Leaf Clusters, the Army Good Conduct Medal with nine Oak Leaf Clusters and the National Defense Medal with Bronze Star device. He is also the recipient of the Ordnance Order of Samuel Sharpe and the Field Artillery Order of Saint Barbara.

Director of Guidance, Department of Physical Education, United States Military Academy, West Point

Dr. East has been teaching in higher education since August, 1979. He has taught at three universities: U. of Northern Iowa, East Tennessee State U., and the United States Military Academy. He was promoted to the rank of professor of discipline in May 1992. From 1986 to 2000 Dr. East served as the Chair – Department of Physical Education, Exercise and Sport Sciences at ETSU.
