June 2005 RUSI Conference
For the past several years AUSA has worked with key partners in Western Europe to sponsor a series of conferences on issues important to trans-Atlantic security. The 2005 conference, held in Paris and moderated by AUSA Vice President of Education LTG Theodore G. Stroup Jr. (USA Ret.), focused on "The Test of Terrain: The Impact of Stability Operations upon the Armed Forces."
In his keynote address Rear Admiral (ret) Richard Cobbold, director of the Royal United Services Institute in London, described the complexity and lack of clear conventional military distinctions of enemy, objective and missions that affect the "outside" military forces deployed for duty in foreign and dangerous locations. These impacts appear in areas as disparate as military effectiveness and doctrine, interpretations of international law and the law of warfare, the sociology and psychology of armed forces, and the relations between armed forces and their parent populations, and the Admiral's presentation poses key and fundamental questions in these areas.
