Torchbearer National Security Report examines the Army's dynamic transformation plan, with particular focus on one of four interrelated strategies: providing relevant and ready landpower to combatant commanders. That strategy contains the major transformational effort—the making of a modular force.
This involves the total redesign of the operational Army (all components) into a larger, more powerful, more flexible and more rapidly deployable force--a force no longer based on a division-centric structure but built around stand-alone, self-sufficient and standardized tactical brigade combat teams of 3,500-4,000 Soldiers who are organized the way they fight. Among other initiatives related to this strategy are rebalancing active and reserve component units and skills and stabilizing Soldiers and units to enhance cohesion and predictability.
