Torchbearer Alerts are informational papers highlighting time-sensitive issues of importance to the Army and providing instructions on how to be a strong voice for action with elected officials.

Time to Invest in Strategic Mobility
Torchbearer Alert, March 2007: Briefly describes U.S. strategic mobility capabilities—airlift, sealift and prepositioned sets of equipment—and offers examples of the importance of those assets to current operations around the globe. Then the paper recommends a new and credible mobility requirements study focused on the year 2015, when modernized Army formations will reach their initial operating capability. Strategic mobility platforms such as C-17s, fast sealift ships and prepositioned sets of equipment are strategic enablers.

Army Aviation Restructuring and Revitalization: 2004-2011 (05/18/2004)
Torchbearer Alert: On February 23, 2004, the acting Secretary of the Army and the Army Chief of Staff announced a major restructuring of Army aviation coinciding with the cancellation of the Comanche helicopter program. This Torchbearer Alert explores the background, technology and warfighting features of the new reconfiguration, which will rely heavily on the reinvestment of Comanche's dollars across the entire aviation program.

Stretched and Strained, Too: The U.S. Army's Reserve Components in the Global War on Terrorism (09/30/2003)
Torchbearer Alert: Examines the operational tempo of the Army National Guard and the Army Reserve since the 11 September 2001 terrorist attacks on the United States, and the impact of that OPTEMPO on the soldiers and on their units, families, employers and communities.

In-State Tuition: Affording Educational Opportunities to Soldiers and Their Families (09/30/2003)
Torchbearer Alert: Examines the inconsistencies in higher-education tuition policies faced by soldiers and their families as they move from state to state. This critical issue, first addressed by AUSA in the Torchbearer Educating Our Military's Children . . . Are We Closing the Gaps? (April 2001), was later examined in How "Well" is Army Well-being? (October 2002).

Impact Aid: Providing for the Educational Needs of Military Children (06/18/2003)
Torchbearer Alert: Contains brief description of the shortfalls existing in a federal program to provide funding for a portion of the educational costs of federally connected students (e.g., the children of military members).
