Torchbearer Alert, May 2004: On February 23, 2004, the acting Secretary of the Army and the Army Chief of Staff announced a major restructuring of Army aviation coinciding with the cancellation of the Comanche helicopter program. This Torchbearer Alert explores the background, technology and warfighting features of the new reconfiguration, which will rely heavily on the reinvestment of Comanche's dollars across the entire aviation program.
