Sudhakar Kesavan, Chairman and CEO



Sudhakar Kesavan serves as the chairman and CEO. In 1997, he was named president of the ICF Consulting Group, then a subsidiary of ICF Kaiser. In 1999, ICF was divested from Kaiser and was launched as an independent company. Now known as ICF International, the company is a global, diversified firm that combines the entrepreneurship and dynamism of a new company with a solid reputation in the consulting industry derived from nearly 40 years of performance.

Technical Assistance and Program Management
ICF provides program management support for large, complex programs for government agencies. For example, ICF has provided on-site support to the Deputy Assistant Secretary of the Army for the Elimination of Chemical Weapons. ICF’s primary focus was to organize, coordinate, and facilitate technical support for the Chemical Demilitarization Program (CDP). ICF provided legislative analytical support for congressional visits and hearings, assisted in the development and drafting of legislative strategy necessary during the congressional budget cycle, and prepared briefings and speeches on subjects pertaining to the CDP for audiences of various backgrounds and interests both nationally and internationally.

Training and Leadership Development
ICF is a national leader in training and organizational development, helping organizations adapt to new challenges with innovative solutions and high-quality continuing education. Recently, ICF conducted one of the largest and most comprehensive studies ever initiated by the U.S. Army to assess its training and leader development systems and processes for officers, NCOs, warrant officers, and Department of the Army civilians. Results of these studies included recommendations to the Chief of Staff of the Army (many of which were adopted) that involved modifications to education and training doctrine, as well as identification of human performance requirements needed to support the future force. ICF also conducted projects that involve developing and validating competency models used to guide education and training, as well as developing the Leader’s Guidebook to Leader Development.

Community and Family Research
For more than 20 years, ICF conducted research and evaluation on issues that affect military families and communities. Through surveys, focus groups, interviews, literature reviews, and other methods of investigation, ICF documented how military families adapt to the demands of military life; programs and services that work best for military families; and ways that family members influence the retention, readiness, and morale of service members. ICF recently prepared a systematic review of Army family research from the last 15 years and published the results in a report and companion DVD entitled What We Know About Army Families: 2007 Update. The 2007 update is one of the first major research projects produced for the new Family and Morale, Welfare, and Retention Command.

Installation Management and Base Realignment and Closure Support
ICF is recognized for its installation management and environmental support services worldwide. We work at numerous facilities throughout the U.S. Department of Defense (DoD). ICF provided comprehensive policy and technical support on base closure-related divestiture and acquisition issues to the U.S. Army Construction Engineering Research Laboratory. Support included asset valuation, business and operational plan review, investment and risk assessment, negotiation strategy, and stakeholder management. ICF experts in real estate, urban planning, financial, and infrastructure management have played a vital role in facilitating the successful transfer and redevelopment of more than 12 Army installations, representing thousands of acres of land and millions of square feet of building space.

Strategic Communications
ICF provides communication support to a range of federal agencies, including the Department of Defense. ICF brings to the Army relevant and critical experience in developing and implementing large-scale, integrated marketing communication programs necessary to ensure mission success in support of the DoD and the Army’s unique public communication challenges. For the U.S. Army Soldier Biological and Chemical Command, ICF provided community relations and regulatory agency negotiation support, including plans, community outreach, newsletters, public meetings and presentations, mailings, and assistance with media coverage.

Enterprise Solutions and Information Technology
ICF is a premier provider of information management, information technology, and enterprise technology solutions to Department of Defense clients. We specialize in the rapid development of enterprise systems within the context of overarching initiatives. The Joint Electronic Commerce Program Office of DoD’s Defense Logistics Agency needed to develop a single, defense-wide electronic mall system to allow users to view, access, and order from DoD catalogs. ICF developed a customized portal for collaborative commerce using a combination of off-the-shelf and open source software. The portal allowed for communication between stakeholders during a transaction, configurable access control, and delivery of awards to eMALL’s order management system. DoD eMALL processes more than $188 million in transactions annually.
