08-13 Homeland Defense

The Army has the responsibility to provide a component to the Consequence Management of Homeland Defense. As a result, the Army conducts antiterrorism training, awareness outreach, protective service advance work, assessments of threat and vulnerabilities, and antiterrorism exercises. This mission includes the detection and prevention of hostile actions against the homeland as well as supporting civil authorities in consequence management, disaster relief and other roles as requested. To properly support these missions, the Army must have the ability to provide logistic, transportation, communications, utilities management, engineering and other services that leverage DOD technologies.


The Army must maintain sufficient forces, trained and ready, to protect the U.S. domestic population, its territory and critical infrastructure against all attacks. At the same time, as our enemies in the Global War on Terrorism alter their means of attack, our Army must be prepared to adapt - ensuring that it always has overwhelming dominance. The imbalance of today’s Army adversely affects its ability to support national security and decisively defeat those enemies who strive to destroy our freedoms.

WE THEREFORE RESOLVE to urge the Administration and Congress to:


  • Fund technology, equipment, training, personnel manning, critical infrastructure and its protection to enable the Army to support Homeland Defense missions
